Maarek is supposed to be a force user, but he hasn’t any force point in xwing2.0 . Errata or balancing thing?
Maarek Stele and the force
Being a force user is not the same as being force sensitive. Many pilots may be force sensitive, but are not skilled or powerful enough to actually use the force.
Maarek is one example of that. He is force sensitive, but he doesn't actually use the force to perform tricks, maybe because he is untrained, or maybe because he's not powerful enough. It seems that FFG considered that force sensitive pilots are not worthy of force points in game mechanics.
As another example, Ezra Bridger is an active and quite competent force user, and despite so, he still gets a simple 1 force score. Likewise, "the force is strong with" Luke, and still, he scores a 2.
However, maybe there are upgrades in 2.0 that we don't know yet that allow pilots to get/increase their force score, such as "Midichlorian Sandwich: Increase your force score by one"... or the like.
Nope, icons on the cards don’t change, just the pricing and upgrade slots. So maybe hope for Stele on the Defender?
I never thought Stele used the force, he just had cool force tattoos and was part of an inner circle of the emperor’s special dudes. He was an awesome pilot, and probably used the force in the same way Soontir or Han would, unconsciously no where near what force tokens would allow him to do.
also BoShek better add a force like Vader, Luke, Palpy etc.
Edited by GrimmyVRight now there stance seems to be to only give force-points to characters who where properly trained. Which is a good thing, because if they gave force-points to anyone who turned out to be force-sensitive in legends way to many people would have it.

Emperor Palpatine itself is an upgrade that increases by 1 the force rating of the base ship.
Assuming that there is a Lambda pilot (for example) that has force rating 2, Equipping Palpatine would increase it to 3.

Why are we assuming any Lambda pilots will have force ratings?
Because... didactic examples?
Maareks Force poweres are represented by his crit choosing, or his ability to foresee the future (reload and replay a level until you succeed)
It's possible to make multiple versions of the same character with different subtitles and costs. So we might still see Maarek Stele Emperor's Hand in addition to the one we've seen already.

So no tokens for Rey then?

But she was trained. Have you already repressed all memory from the last movie?

BoShek better have a force token.
properly trained? I’m pretty sure the Red 5 Luke has had about 30 seconds of ‘training’ with Ben Kenobi to gain those force tokens. Li’l Ani would most likely get 2 force tokens just for being the chosen one.
the problem with legends generating force points for characters is that the Imps will probably be short changed compared to the Rebel Scum, but as long as the Inquisitor and Mara are still present they might have a chance.
Known rebel force users:
Luke (2 pips pilot, 1 pip crew)
Ezra (2 pips pilot), crew unknown
Ashoka
Corran
Leia crew
Kannan (pilot and Crew)
Kyle (pilot and crew)
scum:
Boshek
Ventress
GONK (well ok no, but I wouldn’t be surprised)
probably a lot I forgot or don’t know.
Even doubling this list won’t give you 20% pilots and crew having force tokens. And that’s a good thing

Is he? Could have swore he was 1 pip

Eh, probably. I was working from a Swiss cheese memory and poor eyesight
