"Defend" counts also as an order. So if you used it, you may place 3 other orders in this round (unless any Event cards, installations etc. don't allow you to use more).
If I execute the defend order , what should I do ,when other executer the 4th order?(I just have 3 orders only) Draw Event card?or skip my 4th execute phase?
If I have special event card or Cerebrate, May I execute 4 octagon orders?

Note that you execute your Defend order during Planning Phase, immediately when you decide to use it. You don't even need to place the order token on the board. So that you cannot draw Event card for it during Action Phase.

You may use any 5 orders (including Defend, but this may be used only once per turn).
BTW: Of course, in some rare cases you may see some players using even more than 5 orders in 1 round (especially Aldaris).
