It's been pointed out 100 other places that dial is 100% identical to the Sheathipede (just adding the reverse).

Makes even more of it given that both Phantoms should be able to go on reverse in order to dock back into the Ghost's ***.

Yep.
This could even be turned into an interesting niche mechanic for them - whenever the Phantom performs a reverse manoeuvre, if it results in overlapping the Ghost, dock the former back. This could help the Phantom I see a bit more table than just in the "oh ****, we're about to explode!" situations.

It could certainly be an error, but FFG placed it next to a B-Wing that is executing the maneuver selected on that dial.

Yeah, agreed. FFG has been known to make a few mistakes in its X-wing product images. I'd hate for B-wings to lose their 1 turns.
