Will the pre-order damage deck (which looks really nice) be available to retailers outside the US?

I hope so, as ordering directly from FFG is prohibitively expensive from the UK.

I have an answer, but it's not ideal.

I asked my favourite UK online shop the same question, and he contacted the distributor. This was the answer:

The promotional Damage Decks will be available in the UK but only from Bricks and Mortar stores.

So if you don't have a physical shop that sells X-Wing anywhere near you, you're out of luck.
