I'd go for Neimodians from what I see.

That looks to me like a Niemoidian or the bad guys from the Phantom Menace Trade Federation. Very close to a Duros. Hard to recognize for most without those big funny hats and bad accents.

I can see Nemoidian now that you mentioned it. Though my first guess would definitely have been Duros.

Apparently, Niemoidians are “Duros-like” aliens in the way that Mirilani are “Human-like”...
