How does the good reverend's free experience to start his campaign work with the Ultimatum of Chaos? Do you chaotically create his level 0 deck and then get to upgrade?

I assume you mix in all Mystic cards, level 0-5, and deal them out one at a time. If you draw a card that would put him above 5xp, you skip it and move on.
(Side note: Does Arkham DB have a random card function? Because this looks like it'd be hideously awkward in practice.)

In theory, you could create a deck on Arkham DB and add all of the mystic cards, save it, and then do a random 'all' selection from the deck an just create the deck from the first X applicable cards.
I don't think there's a 'quick' way to randomize though; you'd have to set up a deck with the entire card pool selected, then do a random 'draw' of all cards.

This sounds like the best way. After all, it doesn't say you have to spend them right away or that you get 5XP worth of cards, just that you get the XP.

By the rules I think this is correct. Create a pool of all Mystic cards level 0-5, Blessed cards level 0-3 and Neutral cards level 0-5. Then start drawing, discarding any card which would put you over 5 experience.
Following @Soakman's suggestion I tried this in Arkham DB and, while a little time-consuming, it wasn't too bad. I added all valid cards to a dummy deck, saved it, then hit "Draw: all" in the "Test" tab. Then, in a second deck, started adding the cards in order while obeying the deck building restrictions. The result was a badass priest capable of recklessly assaulting an enemy while dual-wielding a kukri and a spirit athame, all while smoking two pipes at the same time. Effective? Probably not, but it would look awesome.
If you don't want to use a deck building website, then creating the level 0 deck randomly and upgrading it sounds sensible. Personally, I don't fancy trying to shuffle a deck of what is currently 148 valid cards!
