In the new tournament rule document FFG states that in the Legacy format promos are legal. My question is are promos that have the skull next to the title legal for deck building? For example could I run Opening Moves and Endgame in my plot deck in a legacy tourney?

No. Cards with the black skull, by definition, is never legal for tournament play.
