The mounts in the Terrinoth book have special listed encumbrance ratings, but is the rider included when determining the horse’s encumbrance, and if so, how much encumbrance would a PC be?

Page 84: it's 5 + Brawn (last paragraph).
And the mounts don't have any wording that says riders aren't exempt, so their encumbrance counts.
If I include it, it depends on the silhouette size of the character. For me silhouette 0 is usually 2-3 encumbrance, and 1 is usually 3-4.

That's super-low! Even a silhouette 0 gnome's encumbrance is 6 (assuming no bump in Brawn).

Usually I treat it as something similar to worn armor pg 92. A competent rider will make it easier for their beast of burden when they ride, usually I only include full encumbrance if they have no ranks in ride.

Figure I'll add into the discussion that the saddle bags will be a useful accessory for your mount if you play by the written rules.

That’s not how much Encumbrance the PC is, that’s the PC’s Encumbrance Threshold. I’m asking how hard it is to carry the PC, not how much the PC can carry.

No, that's how much encumbrance the PC is. Page 84, last paragraph, like I said above:
" When carried, a living being generally has an encumbrance value of 5 plus Brawn. A typical human has a Brawn of 2, and therefore a total encumbrance value of 7. "
Your encumbrance threshold is discussed on the following page, 85.

To add to that statement in the rules, a character's equipment doesn't suddenly vanish. I'd personally count the encumbrance of all the equipment that character has on them as well when you pick them up.
So if Edward is picking up Roderick and Roderick has 3 Brawn, that's a minimum of 8 Encumbrance, however Roderick has his trusty mace and Edward would like his ally to keep his weapons, so he can keep his head. So he adds the mace's Encumbrance value to that total.
Also if you continue reading in that section it seems the rules for carrying more than you can handle have been altered slightly from Star Wars, more clearly defined for the difficulty of picking up more than your Encumbrance threshold and a cap of 4 over your threshold. Allies can now help, adding their raw brawn to the total Encumbrance threshold of the first character.

Horses can carry 20% of their weight comfortably. A male draft/warhorse is probably 2000-ish pounds. Use common sense. I don't bother with encumbrance in any game.

So a new issue came up with a gnome: What Encumbrance are Silhouette 0 characters? The 5+ Brawn rule doesn’t seem like it would make much sense for a 3ft tall midget unless they were made of freaking rocks or something. Typically creatures of that size (like Ewoks) are portrayed as very light.
So what Encumbrance (not Encumbrance Threshold) would a Silhouette 0 character be?
I would give Gnomes an Encumbrance Rating and Threshold of 1+Brawn (so 2-6 instead of 6-10, with averages of 3 vs 7). Then I would probably halve the listed encumbrance ratings for gnomish-sized items.

Why not? It’s encumbrance , not carrying weigh t. Encumbrance measures the bulk of an item, and a sil0 creature doesn’t have that much less “bulk-capacity” than a sil1.
in addition, if a sil0 creature didn’t use the 5+Br rule, it would be noted in the Small ability description. It’s not, and thus there are no special encumbrance rules for them.

Not necessarially, the GCRB assumes "you and your Game Master won’t need to track your character’s encumbrance" (GCRB 85), and that the GM is capable of applying common sense and modifying encumbrance ratings situationally based on the principles given. Otherwise, per RAW, A Brawn 4 Gnome can pick up Beast of Burden without penalty (as RoT never specified either of their Encumbrance values, they both default to 9)

Remember, I am specifying their Encumbrance rating, not their Encumbrance Threshold. Gnomes, Hobbits, & etc might be able to carry about the same amount of stuff as other people, but they themselves are usually very easy to carry. You see characters easily throwing these little guys over their shoulders ALL THE TIME in various media. They are OBVIOUSLY much lighter and easier to carry than your average human. So while their Encumbrance Threshold might be the same, their Encumbrance rating should not.
