Dengar vs R2

I was looking at these 2 figures and how similar they are in some respects but then trying to figure out how Dengar got such a poor setup.

R2 is 3pts and can dish out most conditions has speed 3 a yellow die attack but always gets the extra surge and 2acc. So Dengar gets a green die+2health and speed 4 for 4 pts.

How did this happen? Is this just a huge oversite? If Hoth was released after Twin Shadows there would be some excuse.

It's pretty crazy actually. Using Dengar in our local meta is a running joke. I think the concept of him is cool, but he definitely is NOT worth 7 points. I played with him a bit to try to decide what he really needed. I feel like guys like him and Boba Fett need a free "Prey on the Weak" or something like that? It would make sense to me that bounty hunters of their caliber should have longer range and be able to put out more damage. Someone on here suggested giving Dengar an extra blue die somehow, which to me could solve both problems too. I will say that with the RCP or Jabba, and now the addition of power tokens to the game, Dengar is definitely a more viable threat. But still...7 pts? Ouch.

Dengar is a campaign figure that wasn't up to par on the old power curve, before it was re-set with jabba's realm. I don't know how far they'll go with character fixes, but he would be the next priority after Boba Fett to get a fix

I know he's horrible, he's also the first figure i ever bought. I was just startled by how similar R2 is but how far off he is as well. I dont think anyone even played skirmish as far as the designers go for there to be such a huge gap between the two. If Dengar was 3 pts like R2 we'd all talk about him as a normal part of the Merc package like Greedo or RCP.

Yeah, for 7 points, he should do a lot more than just get Prey on the Weak or a blue die. Here's what I currently have in my skirmish fixes doc, but I haven't had a chance to playtest him to see if the rerolls make him too strong.

There's an interview on episode 12 of the New Orders podcast where one of the designers (Jonathan Ying) talks about how Skirmish came out of their original attempts to balance campaign figures. One of their regular strategies for testing balance was to put plastic on a map and just roll for a while to see how things fared against one another. They realized what we all now know so clearly: this is awesome! So they added a skirmish mode to the game box.
