If the Ogre is not a creature, why have the creature symbol on its banner?
Ogre, not a creature?
It's probably NOT a creature. The banner shape is not like other creatures'. The symbol is probably due to its unique weapon (not shared among units like normal weapons). If it's a creature though... creature special rules will apply. It can't be supported, auto-bold, trampling, out-of-section ordering, etc. Can be confusing...
I think it's a case of wait-and-see.
I think the ogres are another way of "breaking" the original creature rules, like FFG has done with the modular hydra and the mobility/breath of the dragonsyou'd want to make them tougher than standard red infantry (which I think will come through the "Frenzy" ability), but because of that they'll need to cost more as well. By making them a creature, they still cost a spot on the Lore Council to field (and if there are two units, I'm wondering if 1 creature selection lets you field both units), but they'll otherwise behave like a standard infantry unit (plus their special ability).
Unless there is a mistake on the card image (and I don't think there is), they are definitely "Creatures". Hopefully the implications of being treated as a red infantry unit are detailed (are they able to be supported, do they trample, etc.), and I expect that they will be. Like bcwMD posted, another Creature unit that expands the ruleset. Looking forward to seeing these on the board...

It's funny to think how many perplexities could be avoided by a simple naming convention: create a new category, say, "Monstrous Unit", and state clearly what it does and what it does not.
If I could add some examples of this, the same could go for some strange decisions made in the last published material, like the revised Creatures rules (which, I believe, where made to simplify and lessen bookkeeping - well, tokenkeeping,m really - in a context where more than one will be seen in a single adventure) and Battlesavvy rules.
For the first one, it may be useful to a distinction between "Stupid Creatures" (Spiders) and "Intelligent Creatures" (Dragons) - easily, one can modify them to suit his needs and have as many Shelobs and Hydras of Lerna as he wants to. Bur perhaps it's a matter of taste.
For Battlesavvy rules, I think the major mistake was to mix a "suggested" way of play with the ruleset governing Heroes-Creatures-Unit Balance; R. Borg, in a thread floating around, suggested to play with the "Strike on Shield etc." even when Battlesavvy wasn't in play, so I wonder, why not separate them with a "Lucky Strike" and a "Battlesavvy" rule, without (apparently) forcing a style of play over the other?
Hmm..I stand corrected..it is NOT a creature unit. Look at the card!! (in particular the bonus strike area)
And the card does say it has 3 units and it is a red infantry unit and NOT a creature.

It is a Creature - it just isn't treated like one
As affro pointed out, probably better ways to handle the rule set that the designers' desired for the Ogres, and there will need to be a lot of further explanation about when the unit is treated as a foot unit and when it is to be treated as a Creature unit, but that will have to wait for the release of the rulebook.
We often refer to the unit of Ogres a Beast Bands... and other groups of lesser creature types by other names.

The Creature reference card also helps, it clearly states what a Creature is:
- A single figure per unit that is neither Foot, nor Mounted.
It doesn't have a single figure per unit therefor regular creature rules do not apply, no need to make new rules, they already counted on this way back!
