I like it either way, but its potency varies depending on how Luke works.

While I suppose it's a little non-intuitive, from what I can tell, a wooded area is height one (or perhaps "height zero," given the climbing rules are not in play) since the ground itself isn't elevated in any manner, and thus Luke ignores it when jumping, just as a speeder would.
