In a game I was playing, I played New Ways to Motivate Them and I really wanted to decide if I should kill the trooper or not after seeing the effects of my first two actions. We discussed it and determined that you must do so at the beginning of that activation before the other actions.
Looking into it I found that in the RR under Activating Units it states that it should take place even before the rally step. So RAW you can clear your suppression by using ready as your free action and then have your 2 normal action. The only real benefit I see to this would be in the case of a suppressed unit or troopers with an exhausted weapon. Then you could ready, aim, and fire.
Apart from a few fringe cases where performing an action before rallying may be useful I think this makes New Ways to Motivate Them even worse than I previously thought. Having to decide before knowing the results of your rally and the results of your actions leaves too much to chance. I thought you were sacrificing one unit because this card is more versatile than the rebel equivalent but the timing really impedes the versatility.
