There is a layers pack out there for Photoshop and the like that I've used for some of our own custom alt-arts locally. A bit more complicated to use than the likes of KDY but it does copy the official format more closely. Sadly I don't have the link to hand, can't seem to find it in my history, but I'm sure a bit of Google-fu will get you what you need.

it doesn't have the dual type upgrade cards and some other newer stuff like fleet command icons etc.
