I have mostly bought Imperial Assault for the painting side, so have only bought what I want to paint.

If I was to join the competitive game what else would I need to buy for a well-rounded list?

I love theme and don't have a tonne of money.

Currently I own: Core Set, Jabba's Realm, Han Solo, Chewbacca, Rebel troopers, Rebel Saboteurs and Kayn Somos.

Which faction would you like to play?

R2-D2 & C-3PO, Alliance Rangers, Agent Blaise, Jawa Scavenger, IG-88 and Heart of the Empire all have content that is pretty strong at the moment.

You're not too far off from competitive with that collection. If you're looking to run Rebels or Imps, I would get the Heart of the Empire Expansion first above all. It includes skirmish fix cards for Vader, Han and Chewbacca. It also has some excellent units for skirmish play. After that expansion, you're missing only a few packs for each faction to field some fun and competitive lists:

For Empire, you really only need Palpatine. Zillo Technique is also a must too and is in Agent Blaise's pack. You can ask to borrow it if you don't want to buy a blister for just one card.

For Rebels, you should look at the Hera/Chopper, R2/C-3P0 and Alliance Smugglers packs for all-around great support. The Alliance Rangers are another competitive favorite for the Rebels.

For Scum, you really don't need Heart of the Empire (though I still recommend it!) since you have Jabba's Realm. You would need to get IG-88, Greedo, the Jawa Scavenger, and Jabba.

I'll also say that Command Deck building will still be a minor pain without having one copy of every blister and expansion. You should have the majority of the powerful cards with all the packs I mentioned, but you may still be missing one or two favorites.

I love the Rebel Heroes and have seen an old list of Luke, Han, Chewbacca and Mak.

From what youve said it sounds like swapping out Luke and Mak for Alliance Rangers and R2-D2/C-3PO might be a good idea.

Then getting hold of the han and chewie fixes.

I'm not sure that this works on points though.

Unfortunately they are too expensive to run together and have an effective squad.

as mentioned above, consider the Hera & Chopper Pack also.

Heart of the empire has the Han and Chewie fixes.

C-3PO is about as good as it gets for support (along with Gideon from the Core Box)
