When exactly can you play conflict cards outside of a conflict?

Unless the card limits when it can be played ('during a Conflict', for example), you can play a Conflict card during any Action window in any Phase with one exception - Conflict Characters (that is, Characters in your Conflict deck) cannot be played during the Dynasty Phase.
