inquiring about the current state of VSDs

When I run a Vic 2, it's either 2 of them plus support ships or 1 and an isd.

2 of them plus an isd will leave you with no squadron cover. It's probably a decent Corellian campaign list - the extra hundred points or so makes it able to work well.

A favourite build of mine right now is interdictor + vsdII (plus support ships & squadrons).

The vsdII can be a terrifying ship; I like to give mine disposable capacitors & quad battery turrets (usually other things too, but those upgrades feel the most integral).

What I've found is that it outshoots most things, and doesn't break the bank (especially compared to tooling up a large ship)

Not sure about the victory 1, I have to admit I did write it off without much testing due to the slow speed and black dice armament.

Victory 2 can be a beast. However you will need upgrades from more recent ships to bring it up to speed. I reccomend the imperial carrier (you get disposable capacitors (and quad battery turrets IIRC), and the imperial light cruiser (arquitens) mostly for the admiral you get with it (jerjerrod)

Another way I find Vics shine is in smaller games, where they perform the function of a full Impstar. It usually means they are bullying around smaller ships, as long as they aren't outmaneuvered or outrun. Jerjerrod really helps in that situation, as usual.

I like the VSD-I as a rearguard for my ISD-K. Any ship going for the flank/rear of the ISD will run into the full firepower of the VSD. I'm not a fan of the VSD-II though.
