Painting required?

Then why didn't they just stick with prepaints?

People who really really liked FFG games and liked the hobby stuff enough to do repaints etc were already part of their audience, if the narrative and hobby focused players Legion is supposed to broaden the appeal to are just going to be an afterthought, a token gesture, then I don't see the point of trying to appeal to us at all.

They want to expand their audience, not change it.

If you enjoy the painting aspect of the hobby you can do so in full, regardless if there are others who dont. And if the entire game and hobby is ruined for you because you will occasionally play against someone with an unpainted army then you should reconsider your own needs.

The point being, those inclined to war game is a much broader audience than the narrow subset including those inclined to also paint. Broad vs Narrow.

Funny thing is the painting sub-forum seems to be very active.

There also seems to be a good number of first timers.

All up I think this game will be quite positive with regards to the hobby aspects. I have seem "hobby games" where out of 30 players 2 have painted armies.

Even in my own limited example of the 4 players I have played all of them were in the process of painting their little guys.

I think if you want to expand this part of the hobby, rather than "not playing plastic" or otherwise excluding people you hold "paint days" and learn to paint sessions at your FLGS and help people, who may just need a helpful push.

of course not, otherwise they wouldn't have included those funny number tokens to keep track of what squad is what. When you paint them, you don't have to use those. You could even paint the bases different colors and keep track that way.
