'Bow, return a shinobi to your hand' would be pretty on-theme. Possibly 'choose a participating shinobi' instead, to limit the power plays.

'Discard a character and put a shinobi from your hand into play' would be a sweet alternative too, but does little to help with recursion or the limit on characters in hand. Helps with economy though.

In all fairness, the deck limit for conflict characters is only moderately inhibiting. I mean, I like my hand to include viable actions beyond just warm bodies. Especially free. I love zero cost events and attachments. I'm guessing that the limit was designed to exclude combo rush/swarm, but because of the restriction, I haven't even considered potential alternatives.

I think we'll find the limit more restrictive as we get better and better holdings. Right now, it hurts to spend your conflict draws getting warm bodies that you could get from your provinces for free, so they have to be particularly important/efficient to make it worth their spot. If we see lots of holdings, then conflict decks could be a source of valuable characters, but they have to be on par with Phoenix's Library, and in large quantities, to get to that point.

The reason why the imit isn't more restrictive is that most conflict characters are (from a stats and effect Basis) worse than dynasty characters to balance the two fate difference of passing first and the flexibility. If we could take Dynasty characters as conflict characters, we would see a lot of decks with 10 conflict characters.

Agreed. Mostly I try to play the conflict characters for their abilities, or as a Ring claim/Province break if I feel I have the hand advantage for it. The versatility of playing from the hand is very valuable. Especially when getting a good fate/tempo advantage going over an opponent. Personally I hope we see more scout conflict characters and technology to trigger off that trait. That would feel thematic for conflict characters.
