With only the Padwan Survivor Specialisation? No.

With one of the 6 Guardian Specialisations then 20xp to also have Padwan Survivor? Yes.

Do your gm and you have to follow the official rules? No.

Soo if I understand this correctly, I can start as a Guardian/ Soresu Defender and just pay 20 exp from the start to take the Padawan Survivor Specialisation.

The I just dont put my exp into the Soresu Defender tree and only put my exp into the Padawan Survivor Tree!?

But now I have the possibility to be a Soresu Defender later when im done with the Padawan Survivor tree.... Right!?

You can also start without the Padawan Survivor and then "recall" that old training later (after character creation). If you're a human male, you can also later "recall" that you're a Retired Clone Trooper too since the two universal specs are not mutually exclusive despite there being no known examples of Clone Troopers being Force-Sensitives or Jedi Padawans.
