Around launch there was a series of videos by FFG, including one where they said how iconic characters were core to Star Wars and thus core to Legion - don't expect Generic commanders or operatives until we're out of even second or third string named characters.
(Also no duh named characters dominate Star Wars, it's Star Wars!)
