But the problem with Palpatine and characters in general with a seemingly unmeasurable amount of power, is how do you make them both mechanically interesting as well as flavourful in a game. So based on his on screen kill stats he should be able to wipe pretty much every character off the board pretty easily, especially if he could take out 3 masters + windu with ease.
that would be a boring *** game.
so my suggestion was to make him a glass canon when it comes to combat. Deadly, but Make him very squishy.
It might be difficult to balance game-wise, but I think it would be interesting and flavourful if he had a rule where if he dies, you just instantly lose. So you could have this super-powerful unit that is very efficient for its points, but if you commit him too heavily into the fight and the enemy focusses him down, it's gg.
