Second question, often players can choose that 'current player' discard 3 skill cards and president discards 2. What happens if either current player or president does not have enough skill cards?

From the unofficial FAQ on BGG (www.boardgamegeek.com/wiki/page/Battlestar_Galactica%3A_Pegasus_Expansion_Unofficial_FAQ)
Any effect which would send a character to the Resurrection Ship while Galactica is not in orbit sends them to the Medical Center instead.

I'm not sure where I've seen this (maybe a thread in this forum somewhere). You can still choose the option, but the player(s) that do not have enough cards will have to discard whatever is remaining in his/her hand.

I love the game, but I have just one comment, why is the FAQ at boardgamesgeek better than the one on fantasy flight games own cite?
BGG is often visited by the designers and is frequented by many many gamers. FFG is simply the publisher/producer of the game.
BGG is a huge community of gamers and supports hundreds of Games. Often it becomes the defacto place for Q&A. They have much more traffic on their site than FFG does.
