How many cards can one have at the beginning????

It is not a problem when i only play wtih the core set because each house has excatly 56 cards(or 54?) including the plots and the house cards. But it really becomes a problem when i add expansions into play. For example, House Martell have many cards which are not belong to it but to other house like Greyjoy or Stark. Now i bought chapter packs and totally got confused....Can someone tell me how to make the beginning decks? Is there a restriction to the cards in the beginning deck? When i was dealing with it, i simply asked my friends to discard addtional cards up to have 56 cards. Is that correct?

There are many "house only" cards in the chapter pack, can i just simply add them into each house deck?

I know there is a way called "civil war", but for some weird reasons i just dont wanna play that.

You can have up to 60 non-plot cards in your draw deck and no more than 7 plot cards in your plot deck. These are rules for constructed play, but you may decide to play some variants with your friends.

Your post suggests that you suspect having more cards in a deck is good for the person playing that house. In fact, a tuned deck of 60 cards is usually better than a larger deck, since the chances of drawing cards that work with each other is greater. You will also want to think about the proportions of characters to resources (locations etc.) and other things (like attachments or events).

P.S: "House X only" is a deckbuilding restriction. These cards cannot be included in other decks (unless an Agenda permits it). Other cards from foreign houses can be played out-of-house for a gold penalty of 2.

Be careful with your phrasing here. The rules for constructed play are that you must have a minimum of 60 cards in your draw deck (and a maximum of as many cards as you can reasonably shuffle without assistance) and exactly 7 cards in your plot deck.

The previous post implied a maximum of 60 draw and 7 plots.
