White powder and fingerprints

I got my AT-ST and T-47 today, both from differing places, both having a white powder and fingerprints over components. Has anyone else had this?

I've never struck this kind of thing before, a wash got most of it off but there seems to be some residue left. Considering price it seems a bit off.

That's usually some release agent to get the models out of the molds. Just use some hand-warm water with dish-soap and scrub it of. Paint will stick much better.

Were the packages wrap sealed still ?

I got both yesterday and they were clean.

My T47 has cyanoacrylate frosting AND actual fingerprints imbedded in it... need to sandpaper them back before a second wash.... annoying but not model ruining

The white powder is releasing agent from the mold. Before painting you should give them a soapy scrub to clean all that off, as well as any oily stuff that might be there.

The vehicle models are actually made out of a different (nicer) plastic than the troopers and surprisingly come with a degree of pre-assembly. I'd not be at all surprised to see a fingerprint on it. If you can get the police to run a scan, you can probably find out who built your model for you. :)
