Making the card hit less reliably would be another way to decrease its efficiency/power level.
Until someone brings an Accuracy Corrector to the table. Even if the math works out on normal dice, canceling or ignoring crits is really awkward and counter-intuitive. Crits are normally better than regular hits, and having a card that makes it worse to roll them is distasteful to me. I know Major Explosion will trigger only on hits rolled, but that doesn't seem as bad to me.
At least for me, I greatly prefer suggestions of only getting a second-shot in arc, only getting a second shot if the first hits (I don't like at all if the first misses...), adding range bonuses, or preventing modification. Or just fixing costs of the turret, various ships, and all sorts of other upgrades.
