Extra Protection and suffering damage

If a figure has 2 health left, and an attack after modifiers would do 3+ damage to it, is it possible for Onar to play Extra Protection in response? How about if Palpatine used Force Lightning (which explicitly states that the target figure suffers 3 damage)?

A figure cannot have suffered damage over its Health. If the Health minus the damage a figure has suffered is 2, it can only suffer 2 damage from any source.

(Any excess damage is ignored.)

Is there a difference between damage dealt and damage suffered?

edit; to explain;

i attack and roll 3 damage. I am dealing 3 damage.

you only have 2 health remaining. You suffer 2 damage.

Yep, so in this case you can't really play it

How I think of it: the trigger is "when that guy suffers 3 or more dmg"

Did that guy suffer 3 or more dmg? Nope because he got killed after suffering 2 dmg -> condition not met, can't play ExPro

As far as I know there is no wording for damage dealt in the game. And if a figure suffers X damage, you did not deal any more than that.
