It refers to each mini in your unit, which is one for the AT-ST, but may be more in future releases.

They will clarify it in the RRG. Otherwise they've included useless upgrades in wave 1 (Targeting Scopes for Stormtroopers and Weiss for the AT-ST). So the intent is 100% clear, but they overlooked it in the rules.

The rules now state, so its clear now. Get Weiss and get Arsenal 4!:

For example, an AT-ST has the arsenal 2 keyword; if that

AT-ST uses the free card action on the General Weiss upgrade

card to gain arsenal 2 , that AT-ST now has arsenal 4 .
