I do not see much of a restriction as of yet, just decision points and what you want to do with your units. Do you bring an ATST and kit it out, or minimalize it to make room for more units, or to upgrade your other units? Do you minimize your troops to kit out Vader and an ATST? Do you load up your troops with heavy weapons and the extra infantry? One or the other? I don't have either heavy units so far, but I am already seeing that my rebel units have more upgrades than my imperial at 600. When Veers comes, I can see being able to upgrade my stormtroopers a little bit more.
I have to agree with some of the posts on here, as my first foray into list building didn't seem terribly restrictive. I'm looking at running the list below:

88 Twin Light Blaster Cannon, AT-ST Mortar Launcher,
74-Z Speeder Bikes - 90
You've got Terror Kit Vader to mosey on up the field and hold objectives, long range troopers to harass enemy troopers while they grab objectives and tag vehicles, speeders to hunt down flankers and suppress objective takers, and the AT-ST as a dedicated anti-armor and troop suppressor. Now I've played all of two games so maybe I'm missing some key component but I know I wouldn't be too happy seeing this across the field from me and it wasn't terribly restrictive to make.
Thoughts on what I might be missing?
