Is ffg planning on changing the rules so they can ensure balance and therefor want in online only or are they just cheap??

i think they are trying to consolodate faq and rules reference into one document
Most likely they want to make it easier to issue any updates.
I prefer this vs having to buy 3 books just to play every 2 years (cough 40k cough). That said on the other hand it is nice having a physical copy to look through.
It is nice to have a physical copy to look through, and I imagine that is exactly why they didn't make one. They don't need to be doing anything that encourages people to not check the current online version.
Was also surprised but can also see what they are doing.
A living rulebook for download is the best way to do it imo!
4 years from now, no matter how the game has changed everything you need to know will still be in the RR alone
They've been keeping the Rules Reference for L5R and Destiny online only. @bageldrone is right, they've been consolidating the RR & FAQs into a single document, which they update as releases add new rules or new questions. I can't remember if they released a RR in the Runewars Miniatures core set...

Runewars tmg did have a rr
It's annoying. I don't mind them consolidating and updating the rules reference and rulebook online regularly - in fact I love that idea. But not including the initial printing in the box is wrong, IMO. We get only half the core rulebook at start and are asked to go online for the full document. It's just as easy to put a callout in the rules reference book and state that regular updates to it can be found online. Sorta like they put a callout to go find the book in the L2P book. Hate this. I've encountered apologists saying it saves the buyer and the company money. Call BS on that, since it's FFG and they can print money with Star Wars. Leave out the unnecessary insert and put the book in instead for a savings. :|

I also think they should have included a printed version. Wouldn't hurt them and how much is really going to change?? And you could easily release a changelog along with the compiled pdf for those who want to update their printed version. Because, come on, most of us are going to print the rules anyway at least once or am I seeing that wrong?
And, speaking to those who would say it saves money, now the cost is on the consumer, would have been much more cost efficient if FFG had printed it.
I 100% support this. It makes it so much easier on me to have a single document and not have to worry about having opponents who haven't gone online for the latest rules. That will still, happen, but much less frequently.
Most people who have access and money for this kind of game also have access and money for the internet. Games are changing with the times. There's no reason for something as archaic as a physical rules reference.
I know it's not going to be everyone's cup of tea, but I image those are the same people who don't like ebooks and well...sorry?
X-wing has a 50+ page rulebook already and roughly half of it is online in the "FAQ" (I use the term loosely because it also contains errata and a flat out rewrite of the core rules). A living rulebook is 100% better.
Has anyone found where FFG has posted a release to have the rules printed by a third-party? Read elsewhere online of people having it rejected when taken to a printer. Nothing in the download saying "may reproduce for personal use" or similar.
