While I like it, and I think it should happen, it probably won't help the ships too much other than being 2 points cheaper. Most of these already have a hard time getting off a 2nd round of ordnance, unless you are spamming them.

It is so good on the gunboats because they can easily disengage with a slam to reload, or still fire the same round with the title.
