Quite probably, but I think the assumption is MOST people have them spare by now.

Same as round tokens - really they should be duplicated in Profundity and Chimaera, but exist only in the core where they may be utilized to.... mark which round you are on.

The 3 additional dials are spares from the core for CR90 and Neb which will be assumed to be spare if you are playing just angry triangles.

We need more objective and victory tokens.

Are you suggesting that we "play for keeps" with objective tokens? Like, "I have 5 command near the outpost, give me your objective token and I get to keep it forever."

That's one way to get people to buy more core sets.
