Question is does this mean you get to move the actual tokens present on cards plus one for each Ice in the sat grid server when RPC is played?

No. If you've got three ice with three tokens apiece and a Satellite Grid in the server, then you treat each ice as though it had four counters. Red Planet Couriers says "move all advancement tokens," so you'd pick up those nine pieces of cardboard and put them on a card that can be advanced, after which you would consider that the ice has 1 advancement apiece. When a card says "move tokens," you can only move what physically exists.
