Squad total would be 100.

Ideally the idea would be for Ryad to slap the tractor on someone reducing the AGI, and hopefully moving it to an obstructed follow-up from Blackout. And of course Inquisitor does Inquisitor things. Best case scenario would be a range 1 obstructed shot from Blackout with 5 attack dice vs 0 defense dice (keeping in mind the -1 from tractor). Obviously it means a lot of obstacle playing in the center of map.

You are really stretching the ships with the upgrades. Inquisitor with 4 hull either wants autothrusters to survive, or some people have him just with VI and guidance chips with a missile for an alpha strike then he gets vaporized into stardust.

The cost of countess, is the same cost as vessery with adaptability, and Vessery's ability is the best with TIE D title. If you dont have Vessery, Ryad with PTL and x7 is a monster!

You are trying for a big punch with blackout, but he is just gonna be rolling naked dice since he probably has to barrel roll out from a rock for his action if you are keeping him behind rocks for trickshot. Advanced Optics helps in this regard.

Put autothrusters on aces whenever you can. Its best 2pts in the game.

Colonel Vessery (35)
Adaptability (0)
Tractor Beam (1)
TIE/D (0)

Test Pilot "Blackout" (31)
Trick Shot (0)
Advanced Sensors (3)
Advanced Optics (2)
Autothrusters (2)

Total: 74

Leaves 26pts to play with:

Omega Leader with Juke,Comms

Deathfire with Extra Munitions,Proximities,Harpoons, Long Range Scanners (sets up lock for vessery)

Gunboat

First thing is I don't like the lack of Autothrusters. Those are too strong to skip on ships which can take them. Unfortunately the cost would break the entire point of the list. So something has to give. I'd say The Inquisitor. He already attacks before you could Ryad-tractor someone, he doesn't fit into the "gimmick" of the list. And the gimmick might work pretty well... often when I tractor someone onto a rock with a TIE/D, it winds up obstructing the shot for another ship. TPBO is going to love that.

Ryad is solid. She doesn't need any changes. It'd be nice to fit in TIE Mk.II Engines, but unless you play against a lot of stress a lot of the time where you are, you can get by without it.

Test Pilot Black Out needs Autothrusters. I'd also personally swap Primed Thrusters for Advanced Optics, but that's one which can probably wiggle. So this brings TPBO up to 37-38 points. The title is nice, or switching to Push the Limit, but these greatly add points to the cost of the ship.

So then what we have is 26 points for someone ideally PS 7 or lower (to capitalize on Ryad's tractor beam). That'll easily fit a Pure Sabacc, who probably fits well since Ryad will also be a high priority target due to the power of Tractor Beam. I'd probably just go Adaptability, or maybe Crack Shot. It'd be nice to be all PS 7, but not vital. LWF and title of course.

Alternately, someone like Zeta Leader could do quite well. I personally would go Crack Shot, Advanced Optics, and TIE Mk.II (for a total of 24 points), but Wired/AdvO or Wired/Weapons Guidance would also be OK, and TIE Mk.II can probably be skipped if you can't find the points or you don't have a Punisher or you despise proxy cards.

Another option is something like a gunboat. A Rho with Deadeye, Guidance Chips, and Harpoon Missile costs 26 points, or a Nu with Harpoon and Long Range Scanners costs 22, which would leave points for other ships.

What I'd fly: 99 points

Ryad (VI, TIE/D, Tractor Beam, TIE Mk.II) (37)

Test Pilot Blackout (Trick Shot, Advanced Sensors, Advanced Optics, Autothrusters) (38)

Zeta Leader (Crack Shot, Advanced Optics, TIE Mk.II) (24)

*edit* per @wurms the Vessery/Adaptability is also very nice. That slipped my mind. It'll work better with a LRS Nu than many of the other options.

If you really want to fly the Inquisitor, I'd drop Ryad and bulk up TPBO.

Inquisitor (PTL, TIE/v1, Autothrusters) (31)

TPBO (Push the Limit, Advanced Sensors, Advanced Optics, Autothrusters) (41)

Delta Squadron Pilot (TIE/x7) (28) - this is a solid little piece, can move around and block, and just is a pain to kill for the points.

Been running the combo of Ryad and Inquisitor for a while, been seeking the fill in for the remaining points. Have tried various combos of FO Tie in the 3rd slot, but not enough punch. Typically with my play style Inquisitor does well even without the Autothrusters.

VI Vessery and Inqy go together like Thor and Hulk. Inqy sets em up, Vessery smash. Inqy always locks, kicking in Vessery's ability. Choosing ryad with TIE D instead of Vessery with TIE D paired with Inqy is really setting you back on offense. If you are not using autothrusters on Inqy, then make it a reason other than, "I dont wanna." Use chips and a missile.

Colonel Vessery (35)
Veteran Instincts (1)
Tractor Beam (1)
TIE/D (0)

The Inquisitor (25)
Push the Limit (3)
Harpoon Missiles (4)
Guidance Chips (0)
TIE/v1 (1)

Rho Squadron Veteran (21)
Push the Limit (3)
Harpoon Missiles (4)
Guidance Chips (0)
Os-1 Arsenal Loadout (2)

Total: 100

Also unfortunately I am limited in what I can field.

FA Core set, Tie Adv. Proto, Imp Slave 1, Tie Silencer, Imperial Veterans, Tie Defender exp pack, plus some individual EPT's and upgrade cards. (Trick Shot, Adv. Sensors, 3 engine upgrade, Comm Relay, PTL, Omega Leader)

So trying to make the best of what I have.. :-)

Edit: Definitely not a poor man's game.

Particularly when early in the game, it's fine to proxy stuff. Almost no one will mind (particularly if you've got like a photocopy or equivalent, so that you could reference it during the game).

To that end, VI/Tractor Vessery at 37 points, Inquisitor at 31 for PTL/v1/AT, would leave exactly the right number of points for the Sienar-Jaemus Analyst silencer with Fire Control System, Autothrusters, and Advanced Optics. Solid action economy and a great dial.

Lots of good stuff here! I'm going to echo the general concensus that these guys need a bigger loadout. What about this?

Ryad

X7

PTL

TIE Mk. II

Inky

PTL

V1

Autothrusters

Blackout

Trick Shot

Collision Detector

Autothrusters

Ryad and Inky are really really solid like this, while Blackout has few mods, but lots of fun options.
