If I have Maul and Expertise on a ship. I use Maul to reroll dice and then can I use expertise to change focus with Expertise before putting the stress on the ship?

no. you receive the stress to reroll the dice, so by the time you pick them up to reroll, you are stressed

the trick is to expertise the focuses first and then maul the blank(s)

It makes the combo less efficient overall, since the re-rolls are a 50/50 proposition but still quite good.

Yeah. I mean, 9 times out of 10, you want to spend those 3 points on Dengar instead. But 1 time out of 10, Dengar is flying the ship!

Or you are flying a rebel list with Ezra crew so he can turn the maul reroll die to a crit when it come up with a focus result so those are a VERY GOOD use of 3 points.
