You are aware that Krennic's condition probably won't apply to First Order ships...
As @Cap116 mentioned, let's start with the caveat that, near as we can tell from the tiny picture in the preview, Krennic specifies "Galactic Empire" ship, which excluded First Order, so no Kylo (or Quickdraw, who'd be amazing).
Anyhow, I've flown that Kylo with nearly that Decimator--I used Courier Droid instead of Krennic, to deploy at PS 8 and to have a large bid, to essentially make Kylo a 52 point ship. It worked pretty well, but I flew it against someone it probably hard countered: Kylo, Soontir Fel, and Night Beast (so my opponent had a smaller bid). I was able to double-tap Soontir with the Vader Decimator and kill him, and then it was just track down the TIE/LN to be up on points. Anyhow, the list might work with a different support crew, or something like Rebel Captive or Moff JerJerod to keep the Deci safe, or Engine Upgrade. Or keep the bid.
In general, I don't like Lightweight Frame on a fleeing support Phantom. I'd much rather have Stygium Particle Accelerator. This will allow you to move fast with cloaks and decloaks, and be gaining free evade tokens. An evade token guaranteed seems better than an occasional extra defense die. It's kind of a nifty premise, however. Move fast, have a big punch if you ever attack, and get a bunch of greens and evades. Risky, like all green dice strategies, due to the low HP, but probably a lot more fun than an Upsilon.
My guess is that the Reaper will be a fun ship to fly, in which case a Reaper, plus a Krennic'd Soontir, plus a 3rd ship like Pure Sabacc and a large build would probably be pretty sweet. And you could Optimize Pure Sabacc if it looks like a game where you don't need it on Soontir (whether he'll be untouchable, or you'll be toasted either way).
