So if I'm reading thia right, instead of your normal move, you can spend an action to stay in the same location and pivot in place of your move. Is that correct? (Usually 90 degrees)

Can you perform this as a compulsory move at the beginning of your activation?

No.

The compulsory moves have to be made at maximum speed if I understood correctly, so no pivot moves for those.
