No, I'm almost 100% certain that they aren't, unless you count Games Workshop's material for the battlegame, the Black Library novels and the MMO as sources.
I don't think FFG would take very kindly to GW undermining their licensing agreement by granting 3rd parties the right to develop "support" material. While I can't speak officially, I doubt that the license FFG has would allow them to subcontract out development work either, even if they wanted to.

I don't see GW doing anything that would make an open license or even a paid one to anyone else. They freak out when you use the word warhammer on your website.
