Actually, this is incorrect. The explicit, defined requirement in this rule is that the range rulers and templates be within Range 1. This specific step says nothing about the position of the ships; rather it is giving instructions on how to use your templates. Remember, there are situations where a ship can be deployed outside of Range 1 (large base ships placed at an angle, for example)... but the rule explained here is that you may only use range rulers and templates to measure, and even then, only wholly within Range 1.

I'm gonna start laying a range ruler somewhere near my ships as I move them from now on...just cause there's a ruler there doesn't mean I'm measuring. After all, the rules clearly define the process that is measuring.
"To measure range between two ships, place the range ruler over the point of the first ship that is closest to the second ship, then point the other end of the ruler toward the point of the second ship’s base that is closest to the first base. The range is the band of the range ruler that falls over the closest point of the second ship"

You never measured range between two ships, no. You measured the distance between two arbitrary points on the map and gained information which may help you during play, yes.
