Reinforcements CC question

First time posting, going to be a dumb pair of questions.

1. Can you play Reinforcements if all the figures in a group have been defeated, essentially regaining an activation?

2. Can you play Reinforcements if there are no open spaces adjacent to the figure on the board being reinforced?

Part 1 is a no, as there aren't any figures to place it next to.

(Edit: Congrats on first time posting, though! There really aren't "dumb" questions -- the game has pretty complex rules, and their nuances can have a pretty big effect on gameplay!)

2, You technically can play Reinforcements, but cannot place the figure in a valid space, just like you don't have any valid way to place the figure for 1, so nothing happens.

(A non-Massive figure cannot end movement in a space with another figure, and a figure ends movement when placed.)

That's true. At present, I can't think of a reason to toss a card, though that mechanic could make for a fun figure ability: "Add +1 block to defense rolls if you have no command cards in your hand," or something like that. Something that encourages playing things instead of holding them.

Thanks for the clarification! IA has a lot of nuances, but it definitely makes for interesting strategies
