Modifying STR

After not having played since the old Ice and Fire edition cards, me and my friends just started getting back into this great game. However, we did have a couple questions I would appreciate some clarification on:

1. When a character's STR is raised/lowered by an attachment or other card effect, is this new STR the one used for character abilities, key words, etc.? For example, the other day my characters were all at -1 STR because my opponent had The Dragonpit in play. Would the Flame-Kissed attachment which reads, "If attached character has no other attachments, attached character gets -2 STR and is killed if its STR is 0" be able to kill one of my characters that normally has a STR of 3? If a character with the Intimidate keyword has an attachment which raises his strength from a 3 to a 5, can he then discount any defending characters with a STR 4 or lower? Would raising a character's STR work for character abilities such as Khal Drogo's (F 9) which reads "After you win a power challenge in which Khal Drogo is participating, choose and kill 1 character with lower STR than Khal Drogo."

2. For abilities or card effects that are contingent upon you winning a challenge: can you target a player that was not involved in that challenge? Using Khal Drogo (F 9) again as an example, if I were to win a power challenge with Khal Drogo against Player 1, could I then kill a character controlled by Player 2?

When a card or effect refers to the STR of a character, it always means the current effective STR. That is, it always includes all applicable modifiers, both +X and -X. That means that all STR modification effects "stack" on each other.

Keep in mind that there are some effects that specifically refer to the printed STR of a character. Those would ignore modifiers.

Depends on the card. If it says that the effect can only be applied against a attacking/defending/winning/losing player or an attacking/defending/participating character, then the effect is limited. If it does not specify anything like that (like Drogo), then it can be applied to any player or character. So yes, there are some cards that will make Player C suffer after Player A wins a challenge against Player B.
