Hi, I was wondering, can you have stack multiple effect from strong arm (so if you had two points, you could throw a grenade long range)? Also can you have 2 Superior qualities on a weapon (like a Ryyk blade and get the upgrade) giving a +2 Dmg and +2 Advntg?

Neither of those qualities stack, so an item that has Superior cannot have it added again. In the case of Strong Arm, if the character already has the talent, they are allowed to bypass it in a second talent tree (treat it like it was purchased with xp).

Nope on both.

Strong Arm isn't a ranked talent, so you can't ever have more than one instance of it and thus can't stack the effects.

Same with Superior in that weapons like the ryyk blade and the H-7 blaster from Suns of Fortune are already considered to have it, and thus it can't be added again, as the quality's effects are already factored into the weapon.
