Stick to the Plan questions

Hey guys. 2 questions about Stick to the Plan:

#1 - when it says "different Tactic and/or Supply events", does that mean different by title? E.g. I cannot attach 2 copies of Dodge.

#2 - Are attached cards eligible for being committed to a skill test? It says they may be played as if they were in your hand, but that's different from committing.

Yes, I think so. "A copy of a card is defined by title." (Rules Reference, "Copy")

No, I don't think they are. According to the text of Stick to the Plan the attached cards are only considered as if they were in your hand for the purposes of playing them, and cards have to be in your hand to be committed to a skill test: "The investigator performing the skill test may commit any number of cards with an appropriate skill icon from his or her hand to this test." (Rules Reference, Appendix II, Skill Test Timing, ST2)

#1 - I think it must mean that. I don't know why else it would say "different". Edit: But what about different levels of the same card....that could still be a question.

#2 - Agreed here too; "play" is distinct from "commit"

A copy of a card is defined by title. A second copy of a card is any other card that shares the same title, regardless of cardtype, text, artwork, or any other differing characteristics between the cards.

So different by title alone.

Also, I'll add yet another +1 to not being able to commit them to skill tests. Norman has the same issue with his ability.
