I'm using him in a CC fleet which has been a lot of fun. Cymoon/Sovereign, 2 Vic1s, and a gozer. Tarkin helps all the ships stock up on tokens, and spends the latter half of the game handing out squads. Then each ship gets to activate 1 squad for free.
My problem with him in a regular fleet is that he just ain't cheap. And he wants lots of ships. Lots of ships are hard to fit into a fleet once you've already bought him and sovereign (almost mandatory imo).

Yeah that's my list, I think Tarkin is really good with Sovereign (bordering on amazing). This past week I subbed out one Arquitens and one Squad for a Demo with Engine Techs and it won handily. That said I am not sure if I liked it more than the original list or not. The key is token activated effects like Engine Techs. I am considering a list that would take advantage of Projection Experts, Nav Team may also work, although I'd prefer Engine Techs most of the time.
This is still my favorite Wave 7 list so far.

Sovereign, Tarkin, and all three "!" commands trigger at the same time. So you decide the order to do them to ensure you have the right tokens for the right things. On a related note, you don't really need the "!" commands triggering Turn 1 (and often don't need them Turn 2), so your ships should be starting long range combat with more or less a full spread of tokens.

The theory here is Tarkin gives out one token to everyone, this has no range restrictions but remember Sovereign does. Generally this token for me is Nav because occasionally at least 1 Arquitens is out of range of Sovereign. Then Sovereign flips tokens, the Arquitens want Nav for Engine Techs, the ISD wants Concentrate Fire to activate Intensify Firepower and the Gozanti, as long as I still have 3 squads takes a Squad token, otherwise it takes something to pass. Other than turn 1 and turn 6 we use the con-fire token to activate IF! Turn 1 you likely wont need it, turn 6 you can discard the card.
All this token stuff happens in the ship phase so you can order it how you need to (Tarkin, Sovereign, IF!).
Engine Techs make Arquitens way more manuverable, in most games my goal is to go slow for Quad Battery Turrets, this let's you add a blue at long range. Then because you have the nav tokens every turn you just queue up concentrate fire dials. Now you are throwing 2 Blue and 3 red at long range if you stay slower than your opponent and you can always modify One die with IF!. One caveat, running this way was why I lost my last match at regionals, in that match I had a bad matchup but if I had gone at max speed to engage my opponents ships faster I would have had a better shot, instead I got shredded by his bombers.

Theory is the same, Demo gets a Nav Token so it can queue up con-fire. This list doesn't have as much need to go slow, because of Demo you could activate IF! Turn 1 for a long range shot. The Gozanti isn't as efficient with all the tokens.
The key to both lists are upgrades you can trigger with tokens like Engine Techs, Projection Experts is another one that would work.
Generally I have found the Gozanti is a weak link in the list because the token efficiency just isn't there. The squads are really just a defensive screen so activating them is really only necessary once or twice, after that the Gozanti is pretty useless and is generally running for the hills. Comms Net makes it a little better but this list rarely leaves you wanting on tokens.
Any thoughts on replacing the Gozanti cruiser with an assault? It can still command the squads when needed, and IF! gives you a guaranteed damage every round. You can switch to CF commands after the squads go down.
