Push The Limit in my mind makes for a more optimal Fenn Rau. Yes, it restricts his dial a bit, but it allows for more options in approach. Fearlessness Fenn must attack head on if you want to take advantage of his EPT and will either burn his action to get into range one with a repositional action or get one token (either focus or TL) for the exchange of fire. PTL Fenn doesn't care as much about being in his opponent's arc, so can flank better (which with his health total is to his benefit). Also, while it might take a repositional action to get into range one, he still has an action for a mod. Also, if you predicted your opponent's movements well enough, you can spend both actions on focus and TL for a massive punch.

Basically this. Fenn doesn’t really care that much about shooting first, because of the simultaneous fire rule. And without PTL he’s only a half-hearted arc-dodger.

But Soontir does care. A lot. Soontir is all about arc dodging- especially with Fenn Rau’s nasty 5 dice +1 auto-hit attack. Soontir’s token stack won’t last long against that. So it’s imperitive for Soontir to be able to be able to move last. Deny him that, and it’s pretty much game over man.
