Simple Nerf for the Ghost+Phantom

Exactly. That's where I started a few pages back. And even if it might wind up being an overall nerf, it opens some new options and isn't a straight nerf, like putting a point cost on the Ghost title would be. But FFG won't do the obvious thing and just fix point costs...

What if instead of allowing the ghost to fire with it's equipped turret, it must fire with a turret that is equipped to the Phantom?

Essentially, if someone wants to make 4 fully modded TLT shots, they'll have to pay for a second TLT on the Phantom in addition to one on the Ghost.

No! I'm stating that the end of turn shot only comes from the phantom. So if you equip a autoblaster on the Ghost and tlt on the phantom, You could fire the autoblaster during your turn and the tlt from the phantom on the end of turn shot. But the TLT on the phantom could not be used any other time unless undocked.
