If you use poe damerons ability to throw a sonic cannon can you exhaust a character to not pay the cost of the damage side?

I would think not as your resolving a dice side not the card itself

If it where an ability that had action before it, then I could certainly say no. But it does not. In fact it is a before effect. That being said, in the RRG it is not listed as having an inherent dice ability, therefore, as Palgueis said, the card needs to be in play for that to work. I may be wrong, but that’s how I understand inherent dice abilities to work.

You can't. It's a card effect, not dice inherent ability. Poe's ability lets you resolve dice, so imagine it as putting a die into a pool and immediately resolve that die.
