I would like to say I built a block 3 tournament calibur Sakura deck that didnt even cost me 15$ :/ you dont need all the high price cards to build a good deck.
New Characters?
I'd say you have lower standards on what constitutes a tournament deck than me.
Also, in response to an earlier post, my original plan was to run Sakura in the Water tournament. Sakura***. But after putting together an amazing deck, I discovered that Ukyo could do it much better. Then I switched to a Sakura:: idea... then realized Mai could do it much better. My complaint isn't that she's an awful character. She's just not up to the caliber of what I feel constitutes a character that you can really build a deck around that consistantly wins... and let's face it, it's more disheartening and frustrating to lose with one of your favorites (Or just... your favorite). Pretty much every deck I've come up with that any version of Sakura could pilot is considerably worse than the same cards with a different character card. Also on my menu of complains is that Sakura is really, really far more geared to being a boring control character. There's no alternative 'aggro' version offered, so even if I /did/ decide to make a deck with her, I'd have to totally modify my playstyle to make her an even a mediocre choice.
Moreover it's not /just/ Alex. We've already had FIVE characters that I know of that have appeared in the last two Street Fighter sets reprinted as promos. And for good reason on most accounts but Vega, as aside from his art, the card he had in Deadly Ground was great and once one of Tira's character cards rotates, he will be /the best/ at what he does.
This whole thing has gone way off topic, so I'll stop ranting, but I simply can't ignore the character card I'm playing with. For me that's a big part of the game. It's what makes winning so hollow and boring if I'm not playing a character I like. The cards could as easily have been any other character, but unfortunately they're not, otherwise I'd have THIS in my deckbox instead of Guy's ugly mug.

So we get a refresher of all the dead ones we got interesting unique moves like crazy buffalo who block or not you got punched in the face. Also things we seemed to forgot was high printed damage character only. Like exploding euthanasia yoga legend heavenly dynamite, cool we get a good refresher since...
We dont get a 18 dot Ryu 17 dot mai and a 9 dot cammy and Ken. We only get ONE this time around and its chun-li. I dislike her alot but im gonna go with this list of characters in this new lineup as a win in my book

Actually, his Water Sakura deck is quite formidable. Look at Water's tools recently (Program Malfunction, Chinese Boxing, Shooting Capora, Chester's Backing) combined with Sakura's recursion. It is pretty brutal. Facing Shadow Blades every turn is not fun. I think you just need to open your eyes and experiment with characters rather than complain. ::Sakura is going to be (if not already) a top tier character because of her symbols and recursion.

Formidable, but not top tier. I admit that water is a more viable symbol with Shooting Capoera and Chinese/Malfunction, and of course Chester's... but it still at this point does not have anything to match many of the other symbols... nor does it have a solid answer to Owlface. Again, the deck you build with her won't be as strong as many other decks out there. For water in Block 3, I think Seong Mina will be a much more solid choice inspite her 5 hand size, and for most water looping Mai works better. Sakura's one card recursion just does not stack up to the abilities that are presently printed on other characters. Period. She's playable, sure. But compare that to my aforementioned Guy deck where it's 'No enhances, no responses, tsunami sabre, unorthodox, you lose.' Often as early as turn two. Suddenly one card recursion looks like crap... She's no Akuma. She doesn't have a built in BRT (but better in my opinion) and TYPFG. She's not Zhao Daiyu with retarded CChack+discard mechanics. She gets ONE card per turn and has a life-gain ability that's mutually exclusive with it. As opposed to Mai who has a slightly worse life gain ability and (in my opinion) resource spread, but a recursion that's in a whole other league from Sakura's. I'd rather face a shadow blade every turn over a two or three card infinite loop every turn. Especially when the character using it can splash evil for Red Lotus to become resistant to Olcadan's and lockdown.
I have experimented with the character, and every deck I build for her, I find myself looking at the pile of cards in the end and thinking to myself, "Y'know... I really think this would be better with Character X." And guess what? I'm right every time, she is always slower to build, slower to attack, has a smaller hand size, less recursion or less attacking potential than another character. Characters who are 'kinda good' at everything are bad characters. A character should be extremely specialiazed so that they perfectly synergize with the deck, and the goal of the deck. There are no cards that synergize with life gain or single card recursion. In the end with every deck, she just feels like a freeloader, along for the ride while the rest of the cards do almost all the heavy lifting.

I disagree with this.
After a lot of pre-regionals experimenting, Water is very good, if not one of the best symbols in the game as of now. ::Sakura:: provides recursion which acts partly as anti-Owlface and partly as set-up when piecing the puzzle together.
Defensively, Chinese Boxing-Shooting Capoeira-Rejection is one of the strongest board control combo's around. Offensively a Program Malfunction-Chinese Boxing-Chesters-Owlface board wins games. Tenacious-Tag Along provides recursion (and again, anti-Owlface). Spike, Plasma Beam and Circuit Scrapper are very efficient kill cards.
In terms of block three, I'd probably list water as tier one in the symbol rankings, possibly ahead of Order and maybe behind Evil. If Water had a more efficient anti-Owlface mechanism than Sakura/Tag Along recursion loops, it would possibly be the #1 symbol in the game at the moment.
