I may have missed it but is it explained anywhere how the height of terrain will be determined?

I think the only explanation was in the Team Covenant Gencon demo. Alex Davy (lead designer) stated that Height 1 terrain would be the same height as Range 1 on the range ruler. This means that each height should be roughly 6" from the information we've been able to gather so far.
But that would me the snowspeeder could move over terrain up to 12" oO

Well it is an aircraft really. They seem to travel fairly high in scale during the Hoth battle.

As @ScummyRebel said, it's an aircraft. Can't really tell from any of the videos but I'm going to guess that the AT-ST is at least 8" tall, possibly closer to 10", and I would think that an Airspeeder should be able to fly over an AT-ST easily since they can fly over an AT-AT in ESB.

This is my first wargame, so I have no experience with flying and terrain. But it seems that while a speeder can fly over any terrain, you're still limited by where you can physically put your base for the end of the move, right? For example, you'll still have to fly around a height 1 cliff if it's too uneven to put the speeder's base on?

When things like that have happened in the past for me there's usually two ways I've handled it. The first is to say that if the base doesn't fit then the model can't be there. Like for instance if a tank won't fit in a second story of a building even if there was a ramp up there it can't go up there. The second way to handle it would be to put a token or a die or some other smaller marker to sub for the model so it doesn't have to be put somewhere where it could potentially fall off and break. The biggest problem with that in Legion is that facing is really important for both movement and shooting so many people might favor the first option to keep from fudging on those facing rules.

This is another one of those questions that we're going to have to wait for the RRG to be able to answer. Like @Omnustechni said, there are a couple of different ways that FFG could handle this situation, but until we know which solution they go with all we can do is speculate. I think arguments could be made for either case or for a different solution altogether.

Yeah, I saw that. With the other issues those guys were having with the rules I'm not sure that how they handled the airspeeder was correct. I'm not saying they were wrong, just that like most other rules topics that have come up in the last week or so, we will have to wait until the RRG is released to be able to do more than speculate.
I think that you just agree with the other player what is which height/cover.
I’m hoping the online advanced terrain rules will amend the Stated GenCon height rules to 1+ MOVEMENT template rather than 1+ range template. Hoping the GenCon statement was just misspoken or early rules version. If range templates are used all built terrain designed to block or control movement will be greatly stretched in the vertical direction making it look odd IMO. Movement templates are more in scale.
Hoping we get some posted rules soon. Got a 3’x6’ terrain board taking up my tiny apartment waiting for completion after the rules are posted.
