Do I control a conspiracy card?
Nope think of it as just another story card. You get the privilege to pay resources to play it. If you choose a good one they can be very helpful in winning.

You assume right. So if you played against another Miskatonic deck, you would end up sharing the advantages of the said conspiracy card. Be careful when you play them though, Conspiracy Cards add up to the required three stories a player needs to win the game.
You control all cards you play from your hand. When you play a Conspiracy you control it.
Then, remember Neutral cards are not a faction. You have only 7 factions in Cthulhu lcg, you have not a neutral faction. So if you control miska cards and neutral cards, you have for the purpose of the game only one faction : the miska so you can play your Literature Professor effect.

Is there a practical effect to controlling a conspiracy card? Or is that just for the sake of being complete?
It's something really important, as the design of cards will evolve in futur editions. I cannot say more about that, but actually, the fact to control it or not do not provide any advantage right now.

Following this logic it seems I can't use his effect. Because not every card I control has the Miscatonic affiliation. The conspiracy card has no affiliation.
I got the official answer yesterday from James Hata.
The questions I sent:
Do I control a conspiracy after I have played it? This is important regarding cards like Literature Professor. Will his ability work after I have played a (neutral) conspiracy?
Does the professor work if one of my characters is insane? An insane character has no faction if I understand correctly... so the character hasn't the Miskatonic faction but I am still controlling it.
The answers:
1) Yes, you control the conspiracy after you played it. Literature Professor will not work if you played a neutral conspiracy.
2) The professor will not work if one of your characters is insane. You are correct, it is because an insane character has no faction and you still control it.
So, in other words, Dadajef has been wrong.
Who is James Hata, btw.? And assuming he's the person with authority how can I get in contact with him to get official answers to rules questions?

Like Nate French he is one of the guys designing the LCG. You can reach him or the place to submit your rule questions to FFG by moving your mouse over "More..." in the menu bar of the website. Then go to "Customer Service" then to "Contacts" and you will find the online rules form.

It was really a 50/50 proposition ... and Dadajef chose heads instead of tails.
Neutral cards have no faction, as per the rules. Does that then exclude them from all card effects that affect faction affiliation? Or, is "neutral" (faction-less) a kind of psuedo-faction in and of itself, at least as far as card effects are concerned? There's really only two viable interpretations and both were equally valid in the absence of input from the game developer.

It's not a problem to have wrong or not. There are some confusing points in the game and some different ways to understand cards. It's a living card game ! Since last faq some rules have changed and to make a clearer game sometime "official" choice must be made (and for tournament it's clear for everybody). The game can change with the return of all players, and sometime new players see new problems which have been never seen. Good or not it's always nice to have an "official" interpretation.

I think, it's incredibly confusing to have a 'non-faction' when colloquial lingo uses the term 'neutral faction' which is apparently technically wrong and misleading.
As I posted in another thread, neutral cards not having a faction doesn't even necessarily imply that they also don't have a resource type. The design space permits cards having a faction symbol that is different from the resource symbol as the Zoog cards have demonstrated.
So, technically, a card's faction doesn't tell you anything about a card's resource type.
