Not necessarily, there are many instances where a ship with powerful tractor beams will have more use than an interdictor.
The interdictor keeps a ship (and all in an area) from going to hyperspace, while the Arrestor, if those are indeed tractor beams, will keep a ship from fleeing through sublight means. Heck, a ship like that would also be used in the rare instance of natural disasters (asteroid impact) or maybe even forcing a ship to land.

Especially since, in the newcanon, there were Interdictors both before and after the Solo timeframe.
Maybe those are communications dishes, maybe they're tractor beam generators, but gravity well generators tend to be domes rather than dishes.

I’m guessing it’s kinda big if those horizontal slots are viewports or hangers, making those dishes about the size of the entire falcon

I... actually kind of like it. Star Wars ships other than the Falcon never really seemed to have big enough sensors to do stuff. Like, the Empire has to use probe droids to see stuff on planets, whereas in Star Trek they would have just used that huge sensor dish on the Enterprise to scan the planet of Hoth. I think it makes sense for the Empire to have some ships that have large sensor emplacements dedicated for electronic warfare and recon. The dish locations seem a little bit... impractical, but it is outer space so stuff can be shaped however you want (like how real-life Earth space stations are shaped kinda funny), so I don't think it's a huge problem. I guess these things just need at least one Star Destroyer and a relatively large contingent of TIEs with them at all times, because they look rather vulnerable to attacks.
